The colors are perfect and I think the coloring is really smooth so you don't have to worry about the quality... and the darn scanner usually ruins the pics so yeah, learn to CG if you want to survive (nyah, just joking ;P ) it's not the coloring that makes a pic looks nice, it's how much effort you put into it, believe me, I've seen some CGed pics that are not even good, and some pics made by traditional media, like colored pencils that are so much better then the ones which are actually made by computer... (I'll show you those *w*)
But back to the pic... I kinda like the pose too, it fits Edo ^_^ and the "special effects" too :P Bg ish awesome <33 green is l.o.v.e. (I like pretty light green, nya)
And I like the sig too x3 next time write the "To my most amazing and kindest friend, Chi-chan" part with bigger fonts... yeah ^w^

It's so pretty, I thought it was a cg, but I see that it's traditionally colored. The coloring is simply awesome, I love every color you used! =D
Maybe the only weird thing for me is the hands, her left hand is slightly smaller or thinner than her left hand... hands are the hardest part of a drawing (well, only for me ) but other than that, I think it's pretty nice!

Oh, it's so pretty! I'm not a big fan of One Piece, but this wallie really looks nice!
It has a happy and cheerful atmosphere, and the colors are great choice for the scan
The vector (as always) is gorgeous, I can't notice any jaggy lines or anything like that, and it's full of details!
The bg is pretty too, though it seems like the road goes into the sea I love the texture you used too ^^
As for the blending, I think the scan blends well with the bg, maybe the only thing I can think about is the outlines... that's why the scan stands out a bit... but it looks nice like this too, so don't worry
